SUBMISSION OF CARGO DECLARATIONS DATA TO CHINA CUSTOMS(AFS/AFA)

Submission of Cargo Declarations Data to China Customs:

A. Submission of Cargo Declaration Data; Deadline for Same:

Pursuant to the China Advance Filing Rules on Maritime Container Cargo Information, effective June 28, 2014, Carrier is required to submit to Chinese Customs certain cargo declaration data for all cargo on board a vessel that will discharge at any port in China (excluding Hong Kong and Macau) for final destination China, not later than 24 hours before departure of the vessel from the port of loading.

Cargo that is out of scope and not subject to these rules is as follows:
Cargo discharged at China ports for transshipment to another country.
Cargo discharged at Hong Kong with final destination other China ports/points.
Cargo with final destination Hong Kong and Macao.
FROB (freight remaining on board over a Chinese port).

In order to enable Carrier to comply with this requirement, any person tendering cargo to Carrier, where the discharge port is in China or where cargo remains on board for transit to a non-Chinese port, must submit the following data regarding such cargo to Carrier in writing (including by electronic transmission) not later than 48 hours prior to loading:

1. A precise description of the cargo. Generic descriptions such as FAK, General Cargo, Chemicals, Foodstuffs, and Said to Contain are NOT acceptable descriptions.

2. Total gross weight of the cargo.

3. Total number of packages and type of packages, expressed in the lowest external packaging Unit (e.g., a container containing 10 pallets with 200 packages shall be described as 200 packages).

4. Container number, size/type.

5. Seal numbers for all seals affixed to the container.

COSCO Shipping Lines will no longer be responsible for fees incurred when gensets are picked up after hours or on the weekends.

GENERAL RATE INCREASE

General Rate Increases filed prior to March 31, 2012 can be viewed thru historical retrieval of rule No. 101 in tariff FMC 002. General Rate Increases from April 1, 2012 thru Dec 31, 2017 can be viewed thru historical retrieval of this rule  No.101 in tariff FMC 203.


GENERAL RATE INCREASE FOR YEAR 2018:

Effective June 30, 2018 rates to Bangladesh shall be increased as follows:

All Dry Cargo NOS, excluding:
      Refrigerated cargo
      Cargo in Shipper Owned Tanks
      In-Gauge and Out-Of-Gauge cargo moving in OT/FL/FR/PL containers
        
      
      Per 20' Container........................$ 200.00
      Per 40'/45' Container....................$ 200.00
        
              
Rates published in this tariff have been increased accordingly.

GENERAL RATE INCREASE FOR EXEMPT COMMODITIES
Effective From: June 30, 2018

General Rate Increases from April 1, 2012 thru Dec 31, 2017 can be viewed thru historical retrieval of this rule #600 in tariff FMC 203.

1. Effective June 30, 2018 rates to Bangladesh shall be increased as follows:     

     Waste paper
     Metal Scrap
     Forest Products as indicated below:
       Lumber (Hardwood & Softwood);
       Logs;
       Rough Timber, Ties, Poles;
       Piling, Laminated Beams;
       Siding;
       Wood Panels;
       Plywood;
       Core Stock or Veneers;
       Particle or Fiber Boards;
       Pressboard;
       Medium Density Fiberboard;
       Woodpulp in rolls & unitized bales;
       Paper & Paperboard in rolls or in pallet or skid-
       sized sheets;
       Liquid or Granular by-products from pulping & papermaking;

Port Congestion Surcharge (PCS)

COSCO SHIPPING Lines has removed the Port Congestion Surcharge (PCS) for Chittagong.

Rule Number :  002-004
BILL OF LADING AMENDMENT FEE (AMF)
Effective From: June 29, 2018


When Carrier is requested to revise a Bill of Lading after the Bill of Lading has been issued, a B/L Amendment Fee  (AMF) of $50.00 per B/L shall be applicable.
This fee shall be paid by shipper.

This fee shall apply for each request of B/L amendment and shall apply (but not limited) to requests of payment location changes; requests for revision of payment of ocean freight/surcharges from prepaid basis to collect basis or vice versa); requests for diversion of cargo Provisions of rule 002-018 Diversion of Cargo still apply.

An additional fee of $50.00 shall be applicable when Carrier receives cancellation notice of a previously received request to amend the  Bill of Lading.
This additional fee shall be paid by shipper.
