Advanced Manifest Regulation

What is the background of the new regulation?
To standardize Customs administration of manifest of
inbound and outbound means of transportation, facilitate and safeguard
international trade, China customs issued the ¡°Decree No. 172 of General
Administration of Customs¡± in March 28, 2008, requires submission of complete
and correct electronic cargo manifest to China Customs 24 hours prior to
loading of cargoes onto vessels out of and into Mainland China ports as of

5.
In what cases can the manifest be revised after
customs cut off time?
In any of the following cases, the manifest can be
revised without any penalty:
l
Loss or damage of the goods caused by force majeure;
l
Part of or all export cargo in the manifest are shut
out or shipped in a different means of transportation due to loading, stowing
or other reasons;
l
The more-or-less amount of the bulk cargo is within
prescribed limits;
l
Errors in data transmission caused by other objective
reasons.
6.
What is the aftermath if the original manifest is
failed to file?
If the goods or articles are not listed in the
original manifest, the customs will not allow them to be loaded or may order to
directly ship them back even they had been loaded at oversea ports. Customers
are needed to complete the requested submission data before COSCON¡¯s
documentation cut off time. COSCON will not load any shipment without getting
loading permission from China customs, and such cargo will be rolled out to
next available vessel subject to all associated charges and costs at shipper¡¯s
expense.
7.
How many kinds of the customs¡¯ feedback message ?

Accepted: Manifest is accepted by the customs
successfully.
l
Rejected: Manifest data does not enter into customs database
due to technical or logical reason.
l
Do Not Load / Discharge: Cargo is not allowed to enter
l
Pending for manual process: Need more documents in
paper for inspection.
8.
What is the time requirement for customers providing
manifest data?
To comply with the rule and secure loading of your
cargoes, COSCON will also need to adjust some of our documentation closings to
ensure that we have enough time for documentation and submission. Since this
may affect your shipment handling cycle, please communicate with your overseas
suppliers, buyers, vendors or logistic partners about the new regulation and
requirements. For the documentation closing adjustment details please contact
local COSCON representatives.
9.
What shall customer provide before the documentation
closings?
The information should meet

Complete name and address of shipper, consignee and
notify party
l
Place of receipt, loading, discharging and delivery
l
Cargo description such as the exact commodity name,
quantity, , packaging types and weight
l
Container number and seal number
